Funding for these agencies is under the "Child Protective Services" operated by the Department of Health and Human Services. Why would a government agency whose charge is to protect children from abuse and neglect devastate children by taking them from their homes and families without good reason? We Are Paying For the Destruction of Our Families Our money is paid to countless state employees, social workers and an amazing array of administrators that includes; court personnel, court investigators and evaluators, guardian ad litems, judges, and the states various forms of Child Protective Service agencies to steal our children from us. In addition, there are armies of contracted private professionals working under various government contracts. It is truly astounding how many people there are in every state that have a government job or make their company profits off the children that are in custody of agencies and/or contractors funded under Child Protective Services. The financial infrastructure that provides the incentive for Child Protective Services funded agencies to steal people's children and be certain they never get them back is almost as sickening as the actions of CPS are. Parents across the country have had their children taken from them through CPS for disagreeing with school officials about putting their children on "medication" for ADHA or other so-called "mental" and "emotional" issues they see no symptoms of or for simply wanting a second medical opinion before moving forward with recommended treatments. Why would a system designed to help children, destroy their families over the fact their parents are doing what any civilized and clear thinking person would do for their children or even themselves? Support for Biological v. Adoptive Parents What do the recipients of adopted children stand to gain from this? The children's "new parents" receive: Medicaid for the child A clothing allowance Reimbursement for adoption costs such as: Adoption fees Court costs Attorney fees Cost of adoption home study Plus costs for food and lodging for the child and adoptive parents when it is necessary to complete the adoption process. Under Title XX of the Social Security Act, adoptive parents are also entitled to post adoption services "that may be helpful in keeping the family intact." These services include: Daycare Specialized daycare Respite care In-house support services such as: Housekeeping Personal care Counseling In addition to other assorted child welfare services. They get everything short of having the child's biological parents as their personal gardener. Let us equate this to the welfare program that a single mother might have been on before having her children stolen. Welfare regulations say she may not own anything of real value, she must prove that she has no money in the bank, no boats, no real estate, no stocks or bonds, and they cannot even own a car worth over $1000. All this so she can collect around $550.00 per month for herself and two dependent children. The foster parents, who would get her children, will receive about $850.00 plus all the support services they can handle. We mock the single mother on welfare as though she is nothing but a lowlife that is sucking off the taxpayers, all while we paint this rosy picture of the foster and adoptive parents as being saints. The truth is the adoptive and foster parents are placing six to eight times the burden on the taxpayers as the welfare mother was. Just to add insult to injury, adoptive and foster parents are not required to take psychological evaluations or drug & alcohol evaluations. Unlike parents who are in the middle of a divorce and working through custody arrangements or trying to keep their own children out of "protective custody." You have to wonder, why we do not just give the same level of support to the children's parents in the first place and save the family instead. The savings from the reduced cost of bureaucracy alone would justify doing this. The Preservation of the Family is Key If we did preserve the family, how many less children would enter foster care in the first place? Some estimates show the budget reductions for Child Protective Services' budget would be from $12-plus Billion dollars a year to around $2.8 Billion. What can we do in the grand scheme of things? Congress does not care; they are more worried about upsetting their state's governor for trying to cut the state's take of this funding and the loss of population control that would result. The people in the Department of Health and Human Services who stand to lose their jobs will massacre the President, so he will not help. The press will hammer both Congress and the President for "hurting children's programs" that either do not exist or, in actuality, are based on purely narcissistic laws that are the absolute reverse of help. The answer is to do what ever it takes to see CPS fail at stealing our children. Without children "for sale, " like any other business that has no product supply, the problem will solve itself. Parents working together are the only real hope. Support of Kinship care programs is also critical for those times when placement away from the parents does truly need to happen. Keeping the children within the family some way, any way that will work for them help maintain a sense of family and belonging for them. Presently, Kinship care has no funding under foster care or adoption support. How much more anti-family can we get? Why are the members of Congress, the same who shouted from the mountains that they honor and will protect family values, not taking a stand against one of the most anti-family values programs on earth? We would like to know what they think about the reason we elected them - family values. What is happening through the actions of our lawmakers is certainly far from what we had in mind. Our Families are under attack!
There is no "entity" that holds DCFS/CPS accountable for the grave errors they make at the sacrifice of our children. Be it wrongfully removing children from a home, or refusing to take action when a child is in danger.
It is time we stand up and demand that someone begin to hold the "system" accountable when they fail to act in the best interest of our children.
We call for a full investigation into the corrupt Children’s Protective Services and the Family Court System. We ask that the Family Court System and the Children’s Protective Services be held accountable for their actions. We want CPS and Family Court Reform! We ask for the American Family to be protected.
Injustice against one American is injustice against all Americans. Help us put the Justice back into Child Protective Services and get them focused on finding and saving abused children. It's time we removed them from the profitable business of tearing loving non-offending families apart.

There are Federal laws and State laws that seem to address every avenue of possible wrongs to children. The wrongs are explicitly described and carry various penalties. To carry out the laws, many agencies have been formed and each given a specific mandate. One of these agencies is the Children's Protective Agency. The actual name varies from state-to-state and the laws, procedures and mandates vary from state-to-state. Hereinafter, the agencies will be collectively referred to as CPA. The CPA has handled literally hundreds of thousands of cases since its inception. With that volume of work, it is understandable that there would be some stories of abuse of the system. However, the stories of abuse are horrific. The stories are all about the high-handed actions of CPA workers and involve physical, sexual and mental abuse of children by CPA workers and have occasionally resulted in their death. Most of the misfeasance and malfeasance by the workers goes without sanctions.. Some of the actions are a result of bad judgment, some as a result of negligence, some as a result of carelessness and some as a result of covert criminal activity. There seems to be some kind of unspoken law that if a CPA worker thinks, feels or decides that a child MIGHT be endangered that all Constitutional and human rights of the child are suspended until further notice. Due process is non existent and the right of representation is replaced by representation by the CPA.

Biden Jr. (D-DE) designed to protect families from violence at home and on the Internet. The legislation provides greater roles for federal leadership and increased resources to protect children against exploitation online and create a network of volunteer attorneys to combat domestic violence. "When it comes to protecting communities from violence, federal resources and attention are sorely lacking," said Sen. Biden, Chairman of the Senate Judiciary Subcommittee on Crime and Drugs. "We need to give law enforcement and community organizations the tools they need to help protect families across the country from becoming victims. And, we need to connect victims with the resources they need to move on with their lives." The Judiciary Committee unanimously approved the Combating Child Exploitation Act of 2007 (S.1738) and the National Domestic Violence Volunteer Attorney Network Act (S.1515). Before these bills can be signed into law, the full Senate must vote on the legislation. Combating Child Exploitation Act of 2007 "At the same time when the Internet has given children access to the world – it has also given the world access to our kids," said Sen. Biden. "Protecting them requires continuing and constant vigilance – in our neighborhoods, in our homes and on-line. We need to give law enforcement the funds and the tools to pull the plug on Internet predators." At Senate and House hearings to explore the magnitude of online child exploitation in this country, the Department of Justice and the FBI testified that child exploitation is growing rapidly. Last month, a USA Today story examined new investigative techniques that have allowed law enforcement to identify over 600,000 unique computers trafficking child pornography over the Internet. Due to the lack of resources at the Federal, state and local level, however, we are investigating less than 2 percent of these cases. Research shows that if we were to investigate these cases we could rescue a victim of child exploitation at least 30 percent of the time. The Combating Child Exploitation Act, passed by the House of Representatives in October 2007, takes a bold step forward in addressing the growing problem of child exploitation by creating a strong nationwide network of highly trained law enforcement experts to track down these offenders and put them away. Specifically, the bill requires the Department of Justice to develop and implement National Strategy for Child Exploitation Prevention and Interdiction. Requiring the Department to develop this strategy will ensure that we are taking a comprehensive, forward-looking approach to address this growing problem. In addition, the bill increases the number of federal agents focused on child exploitation and builds upon the critical Internet Crimes Against Children (ICAC) Task Force Program to ensure that we have at least one cyber unit in each state dedicated to these cases. National Domestic Violence Volunteer Attorney Network Act "Thousands of victims of domestic violence go without legal representation every day in this country. We can't allow this to continue," said Sen. Biden. "When victims can obtain effective protection orders, initiate separation proceedings and can rely on safe child custody hearings, they are more likely to come out of the shadows." Fourteen years after the initial passage of the Violence Against Women Act (VAWA), domestic violence remains a stark reality for 1 in 4 American women. Experts estimate at best, less than 1 out of 5 low-income victims ever see a lawyer. The National Domestic Violence Hotline reports a total of 236,907 callers in 2007 alone, an average of 4,556 calls a week. The second most frequent reason victims call the Hotline is to ask for legal help. Escaping violence at home can involve complex legal matters, and the National Domestic Violence Volunteer Attorney Network Act ensures comprehensive training for volunteer attorneys, hands-on oversight and management by local experts, and coordination with statewide legal coordinators. The National Domestic Violence Volunteer Attorney Network Act taps into a wealth of resources – lawyers who want to volunteer to represent domestic violence victims. This legislation creates, for the first time, a streamlined national system to recruit and train volunteer lawyers and match them with domestic violence victims. Under the bill, an Internet-based National Domestic Violence Attorney Network would be coordinated and managed by the American Bar Association; statewide legal coordinators would manage legal services in their individual states; and the National Domestic Violence Hotline and Internet-based services would provide legal referrals to victims. The historic partnership forged in this bill will link lawyers quickly and seamlessly to training and new clients. And at the same time desperate victims will be referred to a statewide coordinator and quickly connected to a lawyer. BIDEN BILLS PROTECT FAMILIES - FACT SHEET The Senate Judiciary Committee approved two Biden bills designed to provide the federal leadership and resources to protect children against exploitation online and create a network of volunteer attorneys to combat domestic violence. Combating Child Exploitation Act (S.1738) The Combating Child Exploitation Act of 2007 will authorize $1.06 billion over the next eight years to: Enhance the Internet Crimes Against Children (ICAC) Grant Program The Attorney General will be required to establish a formula grant program for the Internet Crimes Against Children Task Force Program, funded at $60 million for FY 2008, increasing to $100 million in FY 2015. This will ensure that local agencies have the additional resources necessary to create robust cyber units with highly trained investigators; Increase Federal Agents The bill will authorize over $40 million per year over the next eight years for 250 new federal agents at the FBI, the Immigrations and Custom Enforcement Agency, and the U.S. Postal Service. These new agents will be dedicated to child exploitation cases and; Increase Forensic Capacity $7 million per year to establish increased forensic capacity for child exploitation cases at the Regional Computer Forensic Labs (RCFL). National Domestic Violence Volunteer Attorney Network Act (S.1515) The National Domestic Violence Volunteer Attorney Network Act: Creates a National Domestic Violence Volunteer Attorney Network Referral Project to be managed by the American Bar Association Commission on Domestic Violence. With $2 million of new federal funding for each of the first two years, the American Bar Association Commission on Domestic Violence will solicit for volunteer lawyers and then create and maintain an electronic network. It will provide appropriate mentoring, training and technical assistance to volunteer lawyers. And it will establish and maintain a point of contact in each state – a statewide legal coordinator – to help match willing lawyers to victims. Enlists the National Domestic Violence Hotline and Internet sources to provide legal referrals. The bill will authorize $500,000 of new federal spending to the National Domestic Violence Hotline to update their system and train advocates on how to provide legal referrals to callers in coordination with the American Bar Association Commission on Domestic Violence. Legal referrals may also be done by qualified Internet-based services. Creates a Pilot Program and National Rollout of National Domestic Violence Volunteer Attorney Network and Referral Project. The bill designs a pilot program to implement the volunteer attorney network in five diverse states with $750,000 grants. The Office on Violence Against Women in the Department of Justice will administer these monies to qualified statewide legal coordinators to help them connect with the ABA Commission on Domestic Violence, the National Domestic Violence Hotline, and the volunteer lawyers. After a successful stint in five states, the bill will rollout the program nationally with annual appropriations of $8 million each year. Establishes a Domestic Violence Legal Advisory Task Force. Mandates the National Institute of Justice to study each state and assess the scope and quality of legal services available to battered women and report back to Congress within a year. Now the thought of this is twisted to most adults and especially to those of us who work with children as educators. We know that a child who is a victim of a pedophile can suffer devastating damage to their well-being, both physically and emotionally. The Internet has provided us with a window to the world. It has provided pedophiles a new and anonymous form of access to children and each other. The Web can bring the predator into the child’s home, school, and life. It is more important now than ever that children and their families are aware of these dangers to be found on the Internet. Issues It might start in a chat room. A 13 year-old girl meets a 18 year-old boy from another state. They talk and compare school, parents, and life. He tells her she’s very mature for her age and how glad he is to have met her. They talk again and again. He convinces her that she’s really not appreciated by her family and it’s obvious to him that her parents prefer her sister. It’s OK though, because she has him. They switch to phone calls. He knows when to call her when she can talk alone. He convinces her they should meet. She has a two-day swim meet in another town and he says he’ll meet her there. The team spends the night in a hotel and she is in a room with 3 other girls. He parents came to the meet and are staying in the same hotel. He calls her and tells he, too, has taken a room in the hotel. Since her parents are there, they have to be careful. Could she come to his room at 10:00? She tells her friend where she’s going and leaves. The friend becomes fearful and decides to call her mom. The mom calls hotel security and when they get to the room, instead of an 18 year old boy, they find a 43 year-old man with their 13-year old daughter. Now this may seem far-fetched to many parents and teachers. The girl was an honor student, cheerleader, champion swimmer, and seemed to have plenty of friends. She was not the kind of girl one would expect to fall prey to this sort of man. However, kids are not always what we see on the surface. During their teen years they face peer pressure to fit in, insecurities about who they are, and an intense desire to be liked. Following are some of the results found in a survey of 5,001 youths which was co-authored by David Finkelhor, the director of the Crimes Against Children Research Center at the University of New Hampshire, which teamed with the National Center for Missing & Exploited Children on the study. Online Victimization: A Report on the Nation's Youth released in 2001 found that: One in five teens who regularly hang out on the Net have run into a stranger who suggested cybersex. In 75% of the occurrences, the teen brushed the offender off. One in thirty-three received aggressive online solicitation, where they were asked to meet, was called on the phone, or received mail or gifts. One in four children last year were subject to undesired exposure of photos of people having sex or of naked people. This was true even in the 33% of the households that used Internet blocking software. One in 17 of the children last year received threats, including those where they were threatened with harm to friends or family. 66% of those reporting a sexual advance were female. 70% of incidents happened while the youngster was on a home computer. 65% occurred while in a chat room; 24% came by instant message. 29% of kids told a friend or sibling; 24% told a parent. 25% reported at least one unwanted exposure to sexual pictures. The report warns that simple cautions such as "Don't talk to strangers" are unrealistic. Such cautions also are likely to go unheeded, especially by older teens, which are targeted most often by online sexual solicitors: 77% of kids propositioned were 14 or older. As more and more homes are connected to the Internet, more children are subject to these kinds of dangers. Minimizing Potential The issue, then, become how do we protect children from these unsafe situations? Again, education is a big part of the answer. We simply must educate our students, and when possible, their families, about the unpleasant dangers that can occur when they are on the Internet. This is so they will recognize the danger and know how to handle it. Of course, educators and parents monitoring students while on the Internet must be a given. Most contact with pedophiles occurs in chat rooms and most schools don’t allow the use of chat rooms. This is a double-edged sword, in that children’s only experience in the chat rooms are when they are in places where they are most vulnerable, at home and in libraries. Children need to learn that chat rooms are anonymous and that they should be wary of information given to them there. It’s not too hard to pass yourself off as someone’s 14 year-old cousin in another state. They need to stop and think about how easy it could be to pass themselves off as someone they aren’t who is in a different place than they are. It makes you feel safe when someone tells you they’re three states away, but they could be in your town. They need to learn not to give out any personal information about themselves. They may think certain things are OK, so they must be shown how easy it would be to find someone named Jenny in a town called Somat with two middle schools. She’s a cheer leader and she’s blond. She also is a swimmer and plays clarinet. Most of that information could just slip during a conversation when a child thinks they aren't telling any personal information. With the resources available on the Internet, a predator could find this child fairly easily. Then to be sure or to eliminate some information, he could drop the name of her school into the conversation. She might not even notice that she confirms it. Educators also need to make it clear that if approached by someone inappropriately, it is not the child’s fault, and they need to tell an adult they trust immediately. No one will blame them and their safety must come first. Be aware of the most common profile, but realize that we don’t always recognize these things in children. These children usually have low self-esteem that may or may not be visible. They may be kids that put up a good front and appear to be popular, but feel they don't fit in. They can be shy and lonely, overweight, or they may be having difficulties at home, such as an ongoing divorce or a problem brother or sister who takes up their parent’s attention. Keep in mind, even when kids appear popular, they may feel they have to be someone they’re not in order to fit in. Someone who accepts them readily would be a relief to them. If you think a child may be having difficulties, try to befriend them as they may be in need of a safe adult friend to talk to. Talk to your school counselor, who may have a better grasp on the child’s background. Encourage parents to stay involved in their child’s online life. Listen at parent/teacher conferences when they talk about the amount of time their child spends online. Some of the signs that should alarm you would be: if their child is spending an excessive amount of time online and telling them it’s for school if they catch them online when they think they've gone to bed if their child turns off the computer when they walk into the room, if they are receiving mail and phone calls from people the parents don’t know if the child has become withdrawn and angry. Offer them sites that will help them understand what they need to do. Parents also need to know that it’s OK for them to demand to know what their children are doing on the Internet. Even if they have filters on their computers, it’s not enough to protect their children. Communication between parent and child on these issues is imperative. Some of the same legal battles that are affecting child pornography are also affecting the ability of law enforcement to control the safety of children. The Illinois Attorney General’s Office was quotes recently as saying, “It is common knowledge in the business of pedophiles and child pornography to go to your public library and download it because it is there…When there is communication online, there is an IP address. I can’t tell you how many times we trace that IP address back to public libraries.” This was in reference to the Children’s Internet Protection Act of 2000 that would require libraries to use filtering software. This law is currently being challenged and an injunction has been filed to prevent libraries from using filters. There are many undercover policemen and even citizen volunteers who work to protect children from pedophile by trying to attract them. Since pedophiles can use the Internet anonymously, so can the police. They must be very careful, though, as they must be able to prove the pedophile has the intent to follow through and break a law. They must not do anything that can be called entrapment, which is a very fine line to walk. Pedophiles break no laws in talking to children. They must act for it to be illegal, by trying to meet with the child or sending them illegal material, such as photographs. Pedophilia is strongly tied to child pornography, as pedophiles are the main users. They often are caught sending child pornography to the children they are communicating with. This kind of activity must be reported at once. Sometimes when these photo are turned in, police are able to solve missing children cases as well. What I did to make a positive change in my case after 18mths without my kids based on FALSE EVIDENCE and HEAR SAY was went to the Law Library in my local court house and looked at the CPS regulations manual. I had been sending out a list of my concerns to the "big people" for a year with no results but after reading the CPS regulations, I added the facts from their manual under each concern to prove what they did WAS WRONG and sent it every where. Const. services in our state capitol, the office of our regional director, etc. and it brought alot of smoke. Now they are saying my kids should have NEVER been taken to begin with and they are currently motioning for return. I did this just weeks before they were going to put my kids into their paternal aunts custody. All of this came about by learning the CPS regulations. You will find out about how those hearings were supposed to go, a time line as to when it was supposed to take place, etc. You will also find many other things that they did that wasn't supposed to be done as well as things they were supposed to do that they didn't do. William DAiuto is the top administrator for the Lake County area. He said that clearly the agency could have done more. DCF first got involved when someone complained about Gabriel's biological parents. The Goldens left Gabriel with the Bakers to be his care takers. DCF now says they focused too much attention on the Goldens and not enough on the Bakers. A new DCF report concludes the investigator was supposed to do a background check on the Bakers within 72 hours, but he waited almost thirty days to do the check. The Bakers are not charged in this case, but it turns out DCF had investigated the couple on fourteen prior allegations of child abuse. Ashley Baker has twenty-one arrests on his criminal record. DAiuto says, We should have done a more timely check of the background. He may have spent time in jail, and a lot of the families we deal with may have had some prior arrest histories. DCF says there are lessons learned from the tragedy. It has begun more training for supervisors to have better dialogue with investigators on cases. The agency will remind investigators they must follow procedures already in place. Managers say they are still reviewing the case to see if the investigator in question or his supervisor will be disciplined or fired. Managers say they pulled some records and found the investigators are doing background checks in a timely manner. They say this case is an isolated one. DCF says two of those prior fourteen child abuse allegations against the Bakers were verified, meaning they had some cause for concern to them. Right now, no one faces charges in Gabriel’s death, but the Lake County Sheriffs Office continues its investigation. It’s nearly unthinkable, but every year thousands of children become victims of crime—whether it’s kidnappings, violent attacks, or sexual abuse. The mission of our Crimes Against Children (CAC) program is threefold: first, to decrease the vulnerability of children to sexual exploitation; second, to develop a nationwide capacity to provide a rapid, effective, and measured investigative response to crimes against children; and third, to enhance the capabilities of state and local law enforcement investigators through programs, investigative assistance, and task force operations.
